Singapore fell under the jurisdiction of Temenggong Abdul Rahman, the Temenggong of Johor and Sultan Hussian Shah of Johor when Singapore was ceded by the British in 1819. Stamford Raffles granted the Temenggong and Sultan an annual stipend and the use of Kampong Glam for their residence. 
Sultan Hussian decided to build a mosque befitting his status. He constructed the Sultan Mosque with funds solicited from the East India Company.
